Planning Documents

The Planning Division provides zoning and land-use information to the general public via in-person visits at the public counter, over the telephone, and online through the City's website and email correspondence.  Staff from the Planning Division provides support to the City Council and also serves as the primary liaison to:


General Plan

“Vision El Monte” 2011 General Plan
Adopted in 2011, the award winning "Vision El Monte General Plan" provides a blueprint to create and sustain a community that appreciates its heritage, respects its cultures, and is a place of hope, opportunity, and achievement for the future.  The goals and policies contained in the plan serve as the foundation for local decision making and is the impetus for continued community engagement and involvement.  The Land Use Map geographically illustrates the land use policies of the General Plan and the various land use designations within the City.

Housing Element
To comply with California requirements and provide housing opportunities for residents, the City of El Monte prepares a Housing Element every eight years. The current El Monte Housing Element covers the planning period of 2014-2021.  The Housing Element contains goals, policies, and programs to facilitate the development, improvement, and preservation of housing commensurate with the City’s housing need.


Zoning Moratoriums

The City Council has adopted several moratoriums over the past year.  These may affect the ability to open certain businesses or apply for certain developments in areas of the City.  A summary sheet for each of them is linked below:


Zoning & Specific Plans

The El Monte Zoning Code includes all existing zoning regulations and provisions.  The Zoning Code designates, regulates and controls the location and use of buildings, structures and land, and establishes development standards for guiding development in the City.  The El Monte Zoning Map provides a visual illustration of the various Zoning Classifications within the City. The City also has multiple Specific Plans that establishes development requirements for certain areas of the city.


Design Guidelines and Resources

Adopted in 2012, the El Monte Design Guidelines provide architects and developers guidance on quality design for the El Monte community.  The guidelines include information on site planning, massing and scale, design and detailing and landscaping for single-family, multi-family, commercial and mixed-use projects.  The 2011 General Plan also includes elements related to urban design and cultural resources.


Downtown Specific Plan

The City of El Monte was awarded a planning grant in 2013 from the Los Angeles County Metropolitan Transportation Agency (MTA) to prepare a transit oriented development specific plan for the City’s 115 acre downtown area.  The final plan was adopted by the City Council in April 2017. The key components of the plan include guiding principles, development standards, permitted uses, mobility improvments and street beautification.
